It is designed to serve as a resource for program managers and decision-makers in ministries of health, planning, and finance. The Toolkit consolidates the latest knowledge about the characteristics of different financing mechanisms, how they are implemented in practice, their potential benefits, and their limitations. Whenever possible, case studies on specific financing options are included.

As the field of immunization financing continues to evolve, the Toolkit is web-based, allowing users to download it easily from the internet. It also provides links to other relevant websites for further information and is available on a CD-ROM. This version of the Toolkit is an updated iteration of the Immunization Financing Options document produced by the Global Alliance for Vaccines and Immunization (GAVI Alliance) in 2001. Over the last decade, health sector funding and management have advanced, rendering the previous document outdated. New and innovative financing mechanisms have been developed to support immunization and the health sector, while the types and costs of vaccines have changed. Additionally, policymakers and development partners now have a much deeper understanding of health financing.
