The Health Financing Team within the Department of Health Systems Governance and Financing is seeking an experienced consultant to contribute to the work of the team for a period of 12 months starting in February 2020.

The WHO Health Financing Team (HEF) works on a wide range of areas in the field of health financing. The focus of this consultancy is on the efficient financing of public health services, programs and functions.

Work to be performed by the consultant includes:

  • Coordinate and work with colleagues across WHO to ensure alignment between financing and programmatic evidence;

  • Conduct research, analysis and writing related to financing and budgeting guidance for specific public health services, programs and functions (e.g. health security, preparedness and environment);

  • Support HEF team in disseminating and building capacity related to WHO’s recent publication of articles on Common Goods for Health and Cross-Programmatic Efficiency analysis, including web presence; and

  • Support HEF team in technical assistance to enable the efficient organization of public health programs within the context of the overall health system.

Requirements

Qualifications required:
Essential: Master’s degree in Public Health or Health Economics, Public Policy, Political Science, Medicine

Experience required:
Essential: At least 3 years’ experience working on issues related to global health, health systems and health financing
Desirable: Country experience with global public health issues.

Skills / Technical skills and knowledge:

  • Proven ability to manage a multi-stakeholder project and timelines

  • Proven ability to conduct in-depth qualitative/quantitative research on issues related to health systems and budget documents, and translate specific country experiences into global lessons and key messages.

  • Proven ability to write and communicate effectively to both specialists and non-specialists in the field of global public health.

  • Ability to work harmoniously with international and national counterparts from diverse cultural backgrounds.

Language requirements:
Essential: Excellent knowledge of English
Desirable: Working knowledge of another UN language
