Taiwan’s National Immunization Program (NIP) has demonstrated remarkable success, consistently achieving coverage rates surpassing 90% for most vaccines and effectively protecting its population against common vaccine-preventable diseases. However, emerging challenges threaten to hinder future progress, including an aging population, declining tobacco tax revenues, and persistent budget deficits in the National Vaccine Fund (NVF).
In 2024, ThinkWell conducted a comprehensive analysis of Taiwan’s immunization financing landscape through its Sustainable Immunization Financing (SIF) initiative. This policy brief examines Taiwan’s unique NVF model and provides evidence-based recommendations for strengthening immunization financing, including strategies for diversifying funding sources, enhancing subnational government engagement, and optimizing provider payment mechanisms. Drawing from global best practices and Taiwan’s experience, this document serves as a practical resource for decision-makers both in Taiwan and other countries seeking to build more resilient and sustainable immunization financing systems.
