A new report has just been released from the Immunization Economics Pre-Congress 2025, held in Bali ahead of the IHEA World Congress– a must-read for anyone working in vaccine policy, financing, or delivery.

The Pre-Congress Report captures two days of vibrant discussion among 141 participants from 32 countries and 80 institutions, including global experts from governments, academia, NGOs, and donor agencies. Supported by the Gates Foundation and Gavi, the Vaccine Alliance, the pre-congress explored how countries can do more with less in a rapidly changing funding landscape.

Across 11 sessions and 27 presentations, participants tackled three major challenges shaping the future of immunization:

  • Reaching zero-dose children through established and innovative strategies, understanding how cost and effectiveness vary across contexts.
  • Navigating donor transitions and financing sustainability, with lessons from Ghana, Congo, and other countries on increasing domestic resource mobilization ahead of Gavi transition and learnings from Ethiopia, Pakistan and more on how ministries of health are reacting to USG funding cuts.
  • Optimizing vaccine portfolios, including prioritization of vaccine introductions and assessments of new products, presentations, schedules, and delivery strategies, with experiences from Kenya, Indonesia and Nigeria.

Shaping the conversation

With global immunization programs facing unprecedented financial pressures, the Pre-Congress provided a critical forum to share lessons and shape the conversation on sustainable vaccine financing and optimization of vaccine portfolios—ensuring that no child is left behind.
