The objective of this project is to support Gavi in scoping and defining strategic options for early market shaping and financing interventions to enable rapid equitable access to future TB vaccines in low- and middle-income countries (LMICs). This work will inform Gavi’s positioning ahead of the G20 in November, contribute to the TB market shaping roadmap due by year-end and play a key role in determining our medium to long-term strategy from 2026 and beyond.

This RFP invites proposals to help Gavi:

  • Explore broad scope of options for shaping the TB market early to address anticipated market failures or challenges and ensure an optimised programme launch.
    • The options should include potential instruments and/or mechanisms, preliminary estimates on costs, on health outcomes, and on feasibility along with strengths, challenges and key risks.
  • Identify areas where Gavi could play a meaningful role in facilitating or supporting financing efforts.
  • Consider how Gavi’s engagement could align with existing global initiatives and country-level needs – in a very broad stakeholder environment.
  • Make a concrete recommendation on the options and specific financing proposition or instrument that will best achieve the market shaping ambition and rationale, including key risks to mitigate.
