Sarah Tougher is a health economist with a decade experience conducting applied research into improving access to maternal and child health services and health commodities in low- and middle-income country settings. Her expertise includes the evaluation of complex health systems interventions and equity measurement.  Sarah is a consultant with UNICEF working on the economics of immunization in zero-dose communities.
