MSD are seeking a visionary and strategic leader to oversee the evaluation and advancement of pipeline assets with a focus on ensuring access and commercial readiness in low- and middle-income countries (L&MICs). This role is pivotal in designing and implementing sustainable strategies for broad access by working cross -functionally with internal teams, including R&D, regulatory and global commercial functions, as well as engaging with key external stakeholders such as global health organizations, NGOs, and country-level partners. The ideal candidate will bring a deep understanding of access challenges and market dynamics in L&MICs, and a proven ability to maximize patient access and health equity of scientific innovations through impactful, sustainable access strategies.

Innovations Consultant (Roster) at the Stop TB Partnership

Apply for an Innovations Consultancy by May 27, 2025. The Innovations Consultant (Roster) will play a crucial role in driving forward STBP’s mission to end TB by 2030. They will provide expertise and support the execution and implementation of high-priority activities that advance the organization’s mandate and achieve its 2025-28 Operational Strategy, particularly related to catalyzing, incubating, and supporting the scale-up of TB innovations.

Specific expertise is sought in the following areas:

1. Health financing

  • Conduct a comprehensive situational analysis and assessment and create a preliminary framework regarding the feasibility of innovative financing models to increase country and global investments in TB, including leveraging of money market instruments (i.e., bonds, mutual funds, exchange-traded funds, etc.), digital currencies, etc.
  • Conduct a comprehensive situational analysis and assessment and create a preliminary framework regarding the feasibility of health insurance models to cover health care benefits and health system expenses, including social health insurance and social protection programs.

2. Human- and People-centered design (HCD/PCD)

  • Support in the development of frameworks and metrics to enable organizations to incorporate PCD approaches into their daily work;
  • Equip teams with new tools and methods to gather and articulate an even richer understanding of communities and other critical stakeholders;
  • Empower teams to collaborate more often with communities, innovators, health system stakeholders, and others;
  • Provide teams ways to better translate people’s needs and desires into solution features;
  • Encourage teams to rapidly ideate, test and iterate to get to solutions that are more people-centric, more quickly;
  • Provide teams tools and frameworks to adapt solutions that are even more relevant to local contexts; and
  • Facilitate ways for teams to co-create solutions with communities and other key stakeholders to ensure that solutions are locally owned and led.

3. Digitally-enabled health systems, digital public infrastructure (DPI), and digital- and AI-solutions

  • Help define and articulate a vision for country partners to invest and build end-to-end, integrated, interoperable, and modern digital ecosystems for health
  • Advise on technical integration strategies, data storage and privacy policies, structuring technology teams, and working across public-private sector partnerships;
  • Develop or oversee the development and maintenance of innovative digital health systems such as AI applications and evaluation services, DevOps to deploy and manage servers, DHIS2 implementations, web back- and front-ends, interactive web applications, Shiny and similar applications, or digital health tools; and,
  • Consult and suggest novel innovations to incorporate into digital health systems from other domains, diseases, or emerging areas of development such as AI, financial transfers, social media and collaboration, etc.

4. TB diagnostics and prevention evaluation

  • Provide support related to designing and conducting  economic evaluations, research studies and protocols and undertaking modelling and statistical analysis.
  • Undertaking focused analysis on TB projects to advance the strategic goals of the Stop TB Partnership;
  • Designing and conducting TB research studies, including publishing findings in peer-reviewed journals, producing white papers for policymakers, and coordinating technical symposia at regional and global levels. 

5. TB vaccines

  • Assist STBP and/or country stakeholders and partners in supporting the planning for and execution of the concrete and practical roll-out of TB vaccines;
  • Draft various content and resources, including white papers and journal articles; and,
  • Support the organization of country and global consultations, including the drafting of the agenda, participants lists, presentation materials, and synthesis reports.

6. Innovation launch

  • Assist STBP and/or country stakeholders and partners in supporting the accelerated and sustainable roll-out of innovations;
  • Conduct market research, assessing market readiness, identifying target end-users, monitoring trends, and providing strategic insights;
  • Develop and supporting the monitoring of comprehensive innovation launch plans, including realistic schedules and timelines, channel strategies, etc.;
  • Identify and support the continuous improvement in the accelerated and sustainable roll-out of innovations.

7. Business development

  • Develop and update STBP’s innovation-wide approach through a portfolio of current and future strategic initiatives, including the development of a theory of change, workplans, and key performance scorecards and indicators.
  • Identify and support mapping, intelligence-gathering, and outreach to potential and relevant donors, funders, and investors.
  • Develop and update innovation related pitch decks and concept notes.
  • Develop proposals and support the grant-making processes.
